With the rapid advancement of urbanization,more farmers have entered the city to work and settle in the city.The school-age population follows their parents who are working in the city to go to the city schools,As the whole family moved into town,they moved to the city school,Parents accompanying by the “pendulum style” to enter the nearby town schools in the rural compulsory education stage,making the rural primary and secondary schools face the dilemma of “hollow school”,in stark contrast to the “big school class” and “super large class” phenomenon in the city compulsory education stage.The universalization of rural “hollow schools” is one of the important manifestations of the imbalance between urban and rural compulsory education.This paper takes the education equilibrium theory and the education equity theory as the theoretical basis,then expounds the connotation of the balanced development of compulsory education and the definition of "hollow school",and makes a rough summary and explanation for the criteria of the balanced development of education.This paper takes Shangcheng County of Henan Province as an example to study the problem of rural “hollow school”,and selects the community compulsory education primary stage of Wangqiao Town in Shangcheng County to conduct community research,mainly through field investigation method and interview method to study the “hollow school” phenomenon of rural education in Shangcheng County.Firstly,summarizing the types of rural “hollow schools” and describing the situation of rural “hollow schools”,then analyze the negative impact of the rural “hollow school” phenomenon,and revealing the causes of rural “hollow schools”,and found: “Withdrawal and school” It is the direct cause of the "hollow school",the "hollow village" is the root cause of the "hollow school",the rural "hollow school" is the inevitable result of rapid urbanization,and rural "hollow school" is the inevitable trend of diversification of farmers' family education and so on.Then further explore the impact of the rural “hollow school” on the imbalance between urban and rural compulsory education,which is manifested as: the imbalance of the number of primary school students,the imbalance of teachers,and the imbalance of infrastructure and so on.Finally,In view of the current situation of rural “hollow school”,based on the theory of education equilibrium and education equity,and drawing on the experience of rural “hollow school” governance at home and abroad,it is proposed to optimize the structure of rural teachers;strengthen the construction of rural school infrastructure;Scientific planning rural small-scale schools to stay,optimizing the layout of rural schools;revitalizing rural quality education resources and other recommendations,so that rural "resident children" education is guaranteed and more rural children "learned",and the allocation of educational resources must advance with rural development and urban development to achieve the urban-rural education balance and integrated development pattern of “taking the town with the township,sharing resources,and bundling development”.the inadequacy is that cannot accurately grasp the law of dynamic changes of “hollow school”,in the actual investigation process,The data obtained may be inaccurate with reality and cannot accurately explain the actual problem.
