Study On The "Limited Capability" Of Social Workers

Abstract/Summary:
While moving ahead with social work continually, Wuhan City actively learn the successful experience in Hong Kong from2007.In the direct care of Wuhan government the local government also establishes three social work organizations. The social work in Wuhan City has entered a rapid growth track, but many problems are cropping up when social work develops rapidly.Through interviews with three governmental and one civil social work organizations, we noticed that social work is not well recognized by government departments at different levels and citizens. Since most people think social work is helping people in needs, communities have plenty of expectations on social workers, and they believe that social workers are knowledgeable and with skills to solve any problems. In the interview, many social workers say, government departments hope that social workers have great achievements in short period of time and solve problems that could not be worked out by the government. In addition, due to the all-inclusive appearance and unclear roles of social work, it caused the cognitive deviation to social work by different social sectors, and led to the emergence of the "almighty" social workers. But they ignore that social work must have its professional services as a profession. Although the "all-rounder" is every professional and would like to pursue a career in the field, our culture and the development of social work professionals the city has to focus on its overall development. Although the "generalist" is the pursuit of every professional career fields, we should pay attention to their all-round development in the culture and development of social worker talent.But every profession has its specific service areas and scope, and each worker has its own specific professional expertise. The social workers are also like this, they are not "almighty"people, they have their own professional ability and specific service group.To correct this misunderstanding, we proposed a notion of "social workers with limited capability". The "limited capability" of social workers mainly arises from two aspects:specific areas of social work as a discipline and current limited situations to apply the specific expertise. I will analyze the current difficulties that faced by the social workers from the performance and the reasons of the "limited capability"social workers and the "almighty" social workers they thought to be.I will combine the empowerment theory with the strengths perspective to put forward countermeasures and suggestions of the development of social workers.
