Pure sense of the household register management is a series of informationmanagement system which is closely related to citizenship, including birth registrationaccount, account changes (immigration and emigration) formalities, the declaration ofdeath, the marriage registration and id card. The existence of the household register isconducive to China’s census and statistics on the one hand, and on the other hand, it isalso helpful for government departments to the citizens’ basic information, such as age,address, level of education, kinship and other accurately acquiring, maintaining thesocial stability and public safety. This is also the main role and realistic significance thatthe household registration should play and have in the modern sense. But because ourcountry introduced the urban and rural household registration system in the plannedeconomy period, and associated a series of social resource allocation relations with it,which lead to urban and rural long-term interest differentiation and the unequal status.Rural is at a disadvantaged in the process of obtaining basic public services. At the sametime, with the accelerating of urbanization process, a large number of rural populationflowing into the city, boundaries between urban and rural areas gradually blurred, andthe existence of the household registration system hindered the rural floating populationin the opportunity to gain equal resources in the process of urbanization. Education asone of the important component of the basic public services, the rational allocation of itsresources is more related to every citizen to realize the education equality rights, and tochange the purpose of life through education. Compulsory education is the process ofeducation phase each child must accept, including primary education and secondary education. Although our country has been advocating nine-year compulsory education,due to large differences between urban and rural education resources, compulsoryeducation is relatively common in the city today, while the process of rural compulsoryeducation is relatively slow. In addition, the population urbanization space liquidityenhancing, the floating population is more and more become an important part of urbanpopulation. The floating population children education problem is raising more andmore concerns from the social, and migrant children should share equal educationresources with local residents children, and receive equal compulsory education.At first, this paper combed the theory of education fairness, and make the meaningof education fairness clear. Put forward understanding of the education fair on the basisof summarizing the predecessors’ academic theory. At the same time, the educationfair’s ethical basis is qualification right theory, and explain the value of the educationfair. Secondly, this paper focused on the household registration system for compulsoryeducation fair. Main perspectives is on the study of two relationships: the difference ofurban and rural household registration of compulsory education, compulsory educationdifferences between urban population and the floating population. Through measuresthree aspects of differences in the process of compulsory education: starting point fair,fair, result fair, thus it is concluded that the influence degree of the householdregistration system to the compulsory education fair. Thirdly, this paper generalized theAmerican compulsory education status, and the different practices of compulsoryeducation of China and the United States were compared, and provided referentialexperiences to enhance our country compulsory education fair. Finally, on the basis ofabove analysis, this paper aiming at the problems existing in the compulsory educationfair proposed improvements.
