With the rapid development of urbanization raising in rural area, the contradiction between rural land’s urbanization and rural cultural’s low quality is becoming increasingly highlighted, which have called higher quality of rural population.In the wave of the rapid urbanization, the problems with the construction of rural teachers are becoming more and more serious. With the collapse of rural students, the schools are becoming idle, the original rural teacher shows the contradiction of all kinds of unreasonable in quantity and structure. The rural education is for basic education, to lay a good foundation for education that has important significance in improving the quality of education and the quality of the rural population. the problems of rural teachers’team construction has become an important issue of national concern.This article is based on modern educational theory and tegard related education policy as a guide. First of all, we analysisthed the present situation of the construction of rural teachers in Suizhou city by using the method of field survey and individual interviews. Suizhou has larger numbers of rural teachers. By strengthening the system construction, moral construction, political and professional learning, and strive to enhance the quality of teachers and other measures to strengthen the construction of teachers’team. Suizhou had achieved some success. But there was a conflict between total staff and contradiction of rural teachers.The irrational structure, the low compulsory treatment and the poor environment for the development of rural teachers, are still restricting the development of teachers.Secondly, to analysis the causes of problems in rural teachers’construction in Suizhou from the policy defect, social culture and economic defects and teacher resources foundation defect etc.. Urban-rural dual structure in urban and rural areas, unreasonable authorized strenth policy, the reform of against rural teachers enthusiasm, education funding doesn’t attaches rural teachers, rural education policy disrespects actual are the main policy of defects in the construction of rural teachers; In thought of social and cultural vulgarization, market economy and government on rural education security ineffective further impact on the construction of rural teachers; local normal education system disappear also restricted the teachers change, the rural teachers’ team lost a supplementary source stability.Finally, combining the actual situation of Suizhou City, we put forward to implement the main responsibility of government, provide sufficient guarantee for the construction of rural teachers; establish effective mechanisms for the people oriented development of teachers in rural areas, improve rural teachers’ sense of happiness; hold a reconstruction of local normal education system for rural teachers, find the replacement which reserve high-quality teachers and so on, in order to strengthen the building of rural teachers in Suizhou City, and provide some feasible suggestions.
