Abstract:As the socialist market economy improving day by day in our country, and the personnel system and structure reform in public institutions continuous, past wage-system is hard to meet the need of public institutions reform. The wage-system reform in2006is the forth reform after the founding of New China, this reform aims at if the public institutions set up the position performance pay system, and then they can set up well wage-distribution incentive mechanism. But starting January1,2009, the compulsory schools as the first public institutions implemented the performance pay system. As a issue and difficulty, it has been widely noticed by community and media. The implements of performance pay in the compulsory schools are different all over the country, different judgments, and there are also may problems, these problems give warnings to the wage-system reform in other public institutions. As the third institutions to implement performance pay system reform, the secondary health vocational schools is the third institutions implement performance pay system reform, how to within the national pay reform policies, it learns the successful performance pay experience from the compulsory schools, adjusts the concrete implemented strategy flexible, makes the performance pay reform get the maximum benefits, actually motivates the staff’s initiative and enthusiasm; they directly relate to the success of performance pay reform, and will affect the school sustainable development.The article discusses the existing conditions and problems of performance pay reforms in the secondary health vocational schools;basing on learning the the successful performance pay experience from the compulsory schools, it proposes the performance pay reforms in the secondary health vocational schools. First part, it explains the background of performance pay reform, analyzes the pol related performance pay, arrange the main theories about performance pay, define the value orientation and goals of performance pay. Reviewing the previous study and practice, the article gains the experiences and lessons of teachers’performance pay reform. Second part, summarizing the previous study,, the article introduces the research content of it. Third part, it explains the basic thought and process of the research. Forth part, it takes the Sichuan Provincial Health School as an example, it analyzes the situations of teachers, students and teaching in the secondary health vocational schools. At the same time, to know and analyze the teachers recognition, acceptance and expect to performance pay in the secondary health vocational schools. Fifth part, basing on learning the performance pay experience of the compulsory schools, the articles combines the features of teachers and students in the secondary health vocational schools, within the national performance pay policies, it proposes the performance pay reform in the secondary health vocational schools.The article takes the Sichuan Provincial Health School as an example, analyzing the quantity and quality of students, the structure of age, title and educational backgrounds of teachers situations. the particularity of the teachers’ teaching at school, finds those problems:in the secondary health vocational schools, shortage of teachers, a number of hired personnel(mainly young teachers with primary, intermediate title), difficult introduction of talent, high load capacity of teachers; the students are too much, poorly entrance basis, poorly active learning, education and teaching are difficult. Through the survey of the teachers’recognition, acceptance and expect to performance pay, the article finds that the low recognition, a low level of acceptance of performance pay, expect after implementing the reform, income is not lower than now, and set up a series of scientific reasonable compatible policies, on guaranteeing teaching quality premise, it can actually show paid more for doing more, well paid for well performance, to motivate the teaching activities of teachers.The article basing on analyzing, concluding the performance pay experience and lessons of the compulsory schools, combines the situations of the secondary health vocational schools, proposes the performance pay reform in the secondary health vocational schools from these parts:reinforce publicity, unite a though, make more scientific, reasonable performance pay polices; reinforce the democratic participation in the implementing process;set up sound internal oversight mechanisms; reinforce compatible system construction, pase setting and management after employing.
