During the last20years, the constitution of our adolescents hasconstantly decreased. On May7thof2007,The CPC Central Committee and StateCouncil issued "On The Suggestion About Strengthening The Youth Sports AndEnhancement Of Their Constitution". The document provided the imposition of"Sunshine Sports" with work guide, which evidently pointed the guarantee of"One Hour’s Exercise Every Day". As the other cities, many districts inShanghai started to implement it. However, what about the condition? Thispaper is aimed at understanding current situation and analyzing probiems toprovide referenced advice for advanced enforcement of "One Hour’s ExerciseEvery Day".The paper adopts many kinds of scientific research methods such asdocumentation method, expert interview, questionnaire method, mathematicalstatistics method, logical analysis, etc.It regards the implementation of asthe research object, which is aimed at understanding and analyzing of thecurrent state, and providing the reference proposal to implement "One Hour’sExercise Every Day" in middle schools of Putuo district.As following conclusions of research：1."One Hour’s Exercise Every Day" in middle schools of Putuo district hasnot been implemented well. The exercise time of74.7percents of students isless than one hour.2.The publicity of "One Hour’s Exercise Every Day" in middle schools of Putuodistrict has broad ways but defective results and strengthening. Students lackthe understanding of the relevant laws.3.As for the management of "One Hour’s Exercise Every Day" in middle schoolsof Putuo district, the safety measures are complete, and the investment isadequate. However, the small size of space becomes formidable hardness. Thenumber of class is not enough, especially sunshine and outside activities.4. As for the supervision to "One Hour’s Exercise Every Day" in middle schoolsof Putuo district, the supervision measures are excellent. But we still havethe problem about the unclear division of duty and insufficient supervision.The school leaders lose the emphasis on it, affected by the enrollment rate.According to the mentioned conclusions, the paper provide the followingstrategies.1.All the leaders change the thought and put "Healthy First" into effect. 2.Superior departments strengthen the supervision and carry it out.3.Applying the tests to improvement of this measure,for instance, increasingthe scores of PE lesson in senior high school entrance examination.4.Developing the team of PE instructors, uniting the concepts, completingmotivation mechanism, and motivating the instructors.
