In order to further the education development, especially in the suburb area, and to encourage the combination between down-and uptown, the city Shanghai has been working on the project "Entrusted Management" in all the compulsory schools in the rural area since2007.This project is now in its4th round, which has played an important role balancing the education resources among all the schools in the city. However, the government, the media und the scholars have all been focusing solely on the progress that has been made. Meanwhile, none of them takes an interest in the low efficiency problem during this entire process.This study is based on the analysis of9rural schools that have been involved in three rounds of the "Entrusted Management" project in district J, hoping to get some answers to the problems mentioned above. District J is located in the far rural area of the city Shanghai, with both the economical and educational level at the bottom among all the17districts in Shanghai. Therefore, district J has been taking an active part in the "Entrusted Management" project since round one. Until this day, the education department of district J has entrusted several prominent schools in the city center with9rural compulsory schools. In the past few years, the quality of those schools which are involved in the project has been notably increased. But taking all into consideration, the efficiency of this project is still relatively questionable. Both the transition of the government’s duty and the improvement of the school’s construction fail the original expectation.This dissertation uses survey and literature reading as the basic research method. It first states the existing problems in the "Entrusted Management" project. Then it takes a deep insight into the causes behind and gives its own suggestions at the end. In order to fully develop rural schools and to keep up with the ones in the city center, the only way is to weaken the administrative conductions and to optimize the contract relationship. It means, the time of each round must be extended, or the way of entrust must be altered, replacing overall "Entrusted Management" with the specific ones, using the "Entrusted Management" inside the same district in stead of the ones crossing different districts.
