Professional quality is the necessary conditions for everyone’s survival and development. As for university students, good professional quality is the fundamental guarantee to solve the employment problem. Employment is the people’s livelihood, and expanding employment is a particularly important practical issue placed in front of party committees and governments at all levels. China, as the world’s most populous and the largest amount of labor developing country, has made a good achievement in solving the employment problem in the past10years. In current and future periods, China’s labor supply and demand contradictions and structural contradictions coexist, and long-term and short-term issues are superimposed on each other. At the same time, the basic situation, as urban employment pressure and rural surplus labor transfer pressure and employment of university graduates pressure intertwined, is difficult to change. The task of promoting labor full employment is still arduous. In this case, workers’professional quality strengthen should be highly valued, which is essential to achieve the great rejuvenation of the Chinese nation. Students’ professional quality has always been a hot issue of social concern, which is related to the development of young talent and social harmony and stability.Party and government, universities always attach great importance to university students professional quality improvement, and have introduced various measures to improve university students professional quality. Under the severe employment situation, students should find ways to " self-help ", and to enhance the professional quality is a priority. Professional quality is the key to personal development, which is significant for the overall development of students, the quality of higher education as well as " China Dream" realization. At present, there are many outstanding university students professional quality problems. Regarding to the students themselves, they mainly present in professional psychological quality poor, career goals not clear, acknowledge on modern workplace inadequate and the employment situation not accurately grasp. Secondly, in the training process, it also faces inadequate professional quality theoretical research, university attention in university students professional quality not enough, universities lack successful experience to learn and the government employment policy not effectively follow up.In the analysis of professional quality problems, conducting in-depth analysis of objective and subjective factors affecting professional quality. Subjective factors are mainly career planning awareness not strong, lack of social experience and career conception deviation. Objective factors are mainly university students upbringing, universities institutional shortcomings, government policy imbalances, the relevant departments professional quality research insufficient and structural unemployment. These factors must be attached great attention in the study of university students professional quality improvement. As to countermeasures, firstly, contaminating university ideological and political education key role in training personnel, such as fostering moral and legal quality, strengthen the quality of innovation, improving psychological quality and helping students foster lofty ideals, which are key to improve the professional quality."The Balanced Scorecard ", the management tool, is applied in the process of university students professional quality, and it respectively, through the four dimensions, as the social and economic empowerment, employment market, individual factors as well as learning and growth, to explore university students professional quality countermeasure. It would have an important reference value for mitigating the current severe employment problem.
