Research On Performance Evaluation Of Collaborative Innovation Research In Local Universities

With the development of the 2011 collaborative innovation program,universities research institutes and enterprises have carried out in-depth cooperation and established a collaborative innovation research cooperation alliance to promote the sharing of scientific research resources.In order to further improve the plan,the applied local universities will take advantage of regional scientific research resources to meet the needs of economic development and form collaborative and innovative scientific research cooperation for regional development.As the input of collaborative innovation research resources increases year by year,the necessity of analyzing the input and output efficiency of synergy results are increasing year by year.In order to improve the utilization rate of scientific research funds and the transformation rate of scientific research achievements of local universities,and to rationalize the allocation of scientific research resources while promoting regional economic development,it is divided into four parts to evaluate the research performance.Firstly,the collaborative innovation theory and scientific research performance evaluation literature are sorted out.Then,the current status is analyzed and the DEMATEL method is applied to find out the key influencing factors affecting the scientific research performance of local universities' collaborative innovation.Then,based on the basic principles of the index indicators,combined with the results of influencing factors analysis,the scientific research performance evaluation index system of local colleges and universities collaborative innovation is constructed,selecting the BC2,C2R and Malmquist index evaluation models in the data envelopment method to form an evaluation system.Finally,the paper takes the example of the applied local universities in 28 provinces of China as the regional evaluation object,selects the evaluation system established by the use of data in each region from 2012 to 2016,from the perspective of input and output,the DEA effectiveness analysis and the scientific performance evaluation analysis from the perspective of static and dynamic are carried out.According to the evaluation results,the problems between the input and output of each region are found out,and the research performance improvement strategy is put forward.From the analysis of the optimization results of the improvement scheme,it can be seen that the strategy not only improves the research efficiency of local universities,but also promotes the regional economic development and provides a reference for other local universities that participate in collaborative innovation cooperation.
