Research On Employment-Oriented Unemployment Insurance Of China’s University Graduates

In recent years, with the employment system reform of China’s university students and the expansion of college enrollment scale, our higher education has entered the popular stage, the number of university graduates has increased, the employment situation is becoming increasingly severe, and the difficulties in employment of university students has attracted nationwide attention. If university students can not find suitable jobs after graduation, it will bring some negative impact on social development. At the same time, the unemployment of university students causes a huge waste of educational resources, reduces people’s enthusiasm for investment in higher education, and even has bad effect on the stability of the whole society. At present, China has not established unemployment insurance to protect the special group of unemployed university graduates. In order to guarantee the basic livelihood of unemployed university graduates and to promote their active employment, it is imperative to establish unemployment insurance of university graduates. This paper analyzes the current situation and causes of unemployed university graduates. Furthermore, it proposed the establishment of job-oriented unemployment insurance.Based on the research findings of foreign and domestic, this paper is divided into five parts to discuss China’s job-oriented unemployment insurance of university graduates. The first chapter is forward. It mainly includes the setting and significance about graduate unemployment insurance foundation, the study trends about unemployment, the unemployment of university graduates, the ideas and methods of the research, the possible innovation and the shortage of the research. The second chapter presents the definition about unemployment and unemployment insurance, divides the type of unemployed university graduates. From the third chapter, we can conclude that the number of university graduates in China has grown rapidly and the initial employment rate showed a downward trend by means of analysing the status and causes of unemployed university students. The fourth part mainly explains the development status and limitations of China’s current unemployment insurance system, the lack of guaranteeing the re-employment of unemployed university graduates. The fifth part is the center of the paper. It proposed the establishment of job-oriented unemployment insurance mainly from the aspects of security object, fund raising and paying, payment standards, benefit period, the fund management.
