Our traditional English teaching overweighs imparting and instilling knowledge, pay attention to teaching grammar knowledge, emphasize on English writing, yet ignore the cultivation of spoken communicative ability. Therefore, many graduated senior students have difficulty in communicating with others in simple spoken English; their oral English ability is generally low. English learning is composed of listening, speaking, reading and writing; meantime, the four parts influence and interact with each other, besides determine the level of English. Oral English ability can reflect the level of English and has a great influence on other three aspects. Therefore, the cultivation of oral English ability should be attached great importance in English teaching and English learning.Childhood is the critical period to develop human language ability. According to the students’developing law in body and soul, since primary school we must attach much weight to cultivate the students’oral English ability in order to improve their oral English ability. The higher grade in primary school is the key year to the students. On the one hand, they have built basic learning interest in higher grade; on the other hand, the English learning in higher grade of primary stage has a certain influence on that of the junior stage. Thus, since primary school, the improvement of oral English ability must be taken seriously from the higher grade of primary stage.We start this paper from the research significance and basic concepts of the improvement of higher grade students’oral English ability in primary school. We built our research on the following theory: Hallidy’s functional grammar theory, Chomsky’s linguistic theory and Jean Piaget’s stage of cognitive development theory. We analyze the problems about students in oral English through students’ questionnaire survey; study the problems about teachers in teaching oral English through teacher interview, analyze the problems about reading of oral English, verbal ability and skills of organizing Language. At the end of the investigation, we draw some conclusions and put forward some suggestions.Due to the higher grade students’developing law in body and soul and the different English mastery and so on, teachers should play an important role in improving the higher grade students’oral English ability. They should carry on and adjust their teaching strategies timely. We believe more practice in and after class strategy, integration of listening, speaking, reading and writing ability strategy, the Improving diversity of oral English,the implementation of communicative and affective strategy, accumulation of English knowledge strategy, multi-evaluation strategy, and multiple teaching organization strategy, the strategy of create a good atmosphere for learning, cultivate the quality of teachers, improve the operational capacity of teachers will benefit a lot for the improvement of students’oral English ability. Meanwhile, we must treat the mistakes of students correctly.
