American private colleges hold a leading position in the world, thedeveloped private higher education attributes to adequate school-running funds. Thefinancing channel of American private colleges is multiplication, but the governmentfunding which is one of the three main sources of funds is special significance for itsdevelopment. Government grant provides private colleges with not only financialsupport but also good policy environment for their stable development. The federalgovernment can only intervene higher education directly because of the restriction fromthe Constitution of the United States, and fiscal policy is a significant indirectmanagement way. The federal governments guide the development of private collegesthrough allotting research grant and subsidizing students. The state governments havethe right to manage higher education, but they generally do not earmark funds to privatecolleges for their financial support. The state governments also take approach ofallotting research grant and subsidizing students to manage private higher education.Fiscal appropriation policy affects private colleges from two aspects of policies andfunds, especially affects source of students, expansion of social function, andaccumulation of social capital. We can gain much enlightenment for formulating publicfiscal policies to support private college through analyzing and comparing Americaneducational fiscal appropriation policies.The thesis consists of four parts. The first part introduces the research mentality,the research technique and the key issues, and review and analyze the previous literatures.The second part summarizes the education fiscal policy of the United States andretrospect the process of formation and improvement. The third part analyses the federalgovernment, the state government and the local government how to exert influence overprivate colleges through fiscal policy, especially analysis the way of the allotting research grant and subsidizing students from federal government. The fourth part, onthe basis of former three parts, analyses the effect of education fiscal policy of theUnited States for the development of private colleges. The last part obtains someenlightenment for our country to support private colleges with public fiscal policiesbased on the practice of American educational fiscal policies.
