With the development of Chinese adult education and distanceeducation career, the requirements of our people for lifelong education and lifelonglearning gradually expanded, The Open University is a kind of effective form to solve thiskind of learning needs of the people. On account of the time of establishing our country’sOpen University is shorter, there are not perfect places in many ways of the developingmodels of the national Open University, which calls for our timely and efficient researchto solve this kind of problem. there are some problems in some ways of the establishingof the Open University in our country, which also makes some macroscopic leveldecision on the open education cannot be effectively carried out, and indirectly affectedthe development of the open education career. Only in this way can our country’s adulteducation、the open education and the career of setting up the Open Universities causerapid development, otherwise it will continue being in the lag state.In this paper we will consider the enlightenment of the developing models of theUK’s Open University for establishing our national Open University perfectly in thefuture, and the existing problems in the developing models of our national OpenUniversity construction will be discussed,taking example by the British Open Universityexcellent experience, combining with the actual situation of the construction of the OpenUniversity in the developing models in our county to put forward some effectivemeasures and ways.In allusion to the question of the number value only but ignoring the quality of theOpen University developing models in China,this paper argues that the main aspectswhich we should make hard work on is such as the textbook compilation, teachingorganization, support services, curriculum design, teacher resource construction,test andevaluation. Only making these work perfect can we ensure the number and ensure thequality at the same time. In allusion to the question of the openness and democracy which exist in the Open universities in China is not enough, this article thinks that we should setup the specific laws and regulations for Open University school-running guiding ideologyand make sure that can be standardized, and set up the relevant institutions or supervisionmechanism for the supervision, urging the construction and development in accordancewith the requirements of "open" and "democracy", only in this way can we really makethe model of development concept which called "open" and "democracy" spread andimplement to every aspect in the process of the construction and development of theOpen University in China, and really promote the development of the cause of openeducation in our country. Aiming at the problem that the system is not perfect, this paperargues that the main aspects which need to be consummated should be the laws andregulations security system, teaching evaluation system, curriculum development andcompiling system, the student learning achievement evaluation system, and so on theproblem of the construction of the management system,this paper argues that we shouldfocus on the principals and teachers who are the leaders of the Open Universitymanagement, teaching staff, focus on training them to become open, free, fair, andequality presidents and teachers in a new era of universities, which can carry forward theconcept of "open","democracy","freedom" and "equality", and provide with open-mindcircumstance and atmosphere of the campus culture environment for the development ofthe Open University. The solution of the problem of teaching evaluation system mainly isthe need to constantly improve the system of talent evaluation, and to foster the talentedperson quality evaluation mechanism which is comprehensive, objective, fair andequitable. Contraposing the main problem of the curriculum development andestablishment system, we put forward the countermeasure and suggestion that the Openuniversities should have increasing attention in the curriculum development, improve thecultural level of the teachers of the Open University, increase the financial input incurriculum development, and focus on improvement of the quality of the teachingmaterials.This solution of the problem of the student learning achievement evaluationsystem is primarily to speed up to establish credit bank, striving for the early realizationof credit accumulation and credit transfer. The main problem in school-running mode ofthe Open University is that our country still doesn’t really have the perfect policy of thetalent training mechanism and the resources sharing mechanism, and the sufficientsupport of funding at present. Aimed at this problem of the lack of mature conditions ofthis series of united training and resource sharing, this paper argues that the government guarantee of the Open University united training talent mechanism, and establish anational unified digital repository at the same time. Through which we can receive andunify all the good professional course of the university all over the country and even theworld in the country digital library, and provides the school, group, organization orindividuals such as experts and scholars who give the valuable data and materials to thenational digital repository with an equal material and honorary awards, to promote theenthusiasm of the groups and individuals to make personal contribution within theirpower for shortening the updating cycle of knowledge of the national digital repository,In order to promote the perfection of the united training talent mechanism of the OpenUniversity and other universities, institutions such as enterprises and research institutes,and to implement the resource sharing of the Open University all over the county andeven the world. In addition, we also need hire professionals and experts such as theoutstanding academic experts and scholars from all walks of life and the outstandingmanagers and entrepreneurs of enterprises and institutions. Such outstanding talents whocomposed of outstanding teacher resources groups go to give lectures to the OpenUniversity, implementing the resources sharing and the synchronization of the teachinglevel of the national Open University with the world, and the great imagination in linewith international standards. Because that computer, multimedia science and technologyis as the basic conditions in the process of the development of the Open University, wemust make full use of computer, multimedia and other high-tech technology to provide allof effective study support service and fast logistics service.
