Research On Infrastructure Supply Of Peri-urban Townships

China is at the stage of rapid urbanization. Villages and towns in peri-urban areas, as a pioneer of urbanization, will become a district that change frequently and develop rapidly during this stage. Its development will directly affect the speed and quality of the process of urbanization. But, for now, traditional development model of peri-urban townships has brought many problems. The outstanding problem is the supply of infrastructure facilities which governments put more emphasis on urban areas rather than peri-urban areas. In the meantime, due to the disordered administrative system, unreasonable financial system and the traditional concept of one-sided pursuing of economic growth, the supply of infrastructure facilities are far from enough to meet the demand of the sustainable development in the villages and towns of peri-urban areas.Before then, academic circles did not pay attention to the situation of infrastructures supply in villages and towns of peri-urban areas, and a small number of researches on infrastructures supply just aimed at the district of city and villages. Therefore, doing research to the infrastructures supply of villages and towns in peri-urban areas may have some significance.The main work and achievements of this paper as the follows:(1) According to the status quo of Peri-urban townships infrastructures supply and the connotation of the infrastructure and peri-urban township, find out the reason and the crux.(2) From the analysis, we know that the lack of infrastructure supply funds is the main reason. But to solve the bottleneck of funds is a long stage process, it cannot solve the supply problem in a short time. Optimizing the supply structure and deciding the priority of the infrastr-uctures supply, from the theoretical and technical levels, are the main work of this chapter:first, using AHP to establish a comprehensive index system of the development of peri-urban townships on the base of Economics and Statistics theory; then, using regression model to analyze the annual supply (investment in fixed assets) of various types of infrastructure’s influences on the development index, and identifying the largest contribution (elastic) infrastructure. On this way, government can decide the priority of infrastructure supply in the situation of lack funds.(3) To fundamentally solve the infrastructures supply problems of villages and towns in the peri-urban areas is a long-term work, it needs to reform and optimize on the peri-urban township administrative system, financial system, the existing infrastructure investment and financing method, relevant policies and regulations. This part of research is to analysis the relevant existing systems, and then gives some policy suggestions.
