Execution Of Independent College Policy

The independent college is a new education model that generated in the reform process of the our higher education, it has been more than ten years from its emergency to the prosperity today. The independent college has made a positive contribution in promoting the popularization of China’s higher education and optimizing the structure of higher education, However, as a new thing of higher education system that spontaneous explored from folk, in the process of running a school independent colleges unavoidably confront many problems and contradictions, and a scientific and effective legal policy is the foundation and guarantee of the healthy and orderly development of independent colleges.In order to guide and regulate the independent college,our country issued a series of policies,but the independent college is a new thing,the making of policy lack of experience and object,the policies and execution mechanism are not perfect so it encountered many difficulties and obstacles in the process of implementation, from the practice we know that the goals of these policies havn’t been fully realized. but it also brings many contradictions.Therefore, the research of the problems of the implementation of independent colleges policies is a significant work.This paper focuses on the independent college policy’s implementation, using literature retrieval and empirical research methods, carry research and analysis on the theory and practice of the independent college policy’s implementation from the macroscopic and microscopic layer. By revealing the plight seeking the independent college policy’s implementation hindered reasons, and puts forward some related proposals.The paper is divided into four chapters:the first chapter, puts forward the theoretical basis of this study, those are the stakeholder theory and education policy implementation links,it provides a unique perspective for the third part to detailed analysis the implementation problems of the independent college policies.The second chapter of the paper studies the current situation of the policy execution.First, analysis the background and details of the independent college’s relevant policies.Second, get the current situation of policy implementation.This part using data to descript the implementation status and problems in the process,such as the conditions are not compliance,legal attribute is not clear,the property ownership is not clear,the return on investment is not reasonable and management mechanism is not perfect. The third chapter,from policy design, policy implementator and its relationship and policy implementation links these three aspects to analysis difficulties of policy implementation. The fourth chapter, put forward the related proposal. Mainly from policy’s supplement and perfection, policy implementation stage’s harmony and perfection and policy related conflicts’regulation these three aspects to ensure the smooth implementation of the policy.From the overall planning of the development of China’s higher education, independent college is only a transitional school-running mechanism of private higher education in china, but from the perspective of the promotion of it for the popularization of higher education and economic development, no matter how the future orientation of independent colleges at the present,it existence is still reasonable now. Therefore, the social should create a good policy execution environment for the independent college, in order to realize the healthy and orderly development of the independent college.
