Although it’s not mature, civil society has affected every aspect of China since it has developed in China for a period of time. Especially in the field of education, the enthusiasm of citizen taking part in educational reform keeps rising. A special group of people-experts, in particular, take part in education reform more frequently than others.As their own particularities, i.e. possessing high knowledgeable and theoretical attainment, keen professional perspectives, and independent third-party identities separated from the government and school, experts are provided with conditions taking part in educational reform. Moreover, just because of those advantages, experts can make the educational reform be more scientific and effective, and meet the actual needs of it. In order to improve the effects of experts participating in primary and secondary educational reform, guarantee and promote experts to participate in the reform, the paper, taking a view from experts participating educational reform of primary and middle school, researched experts’current participation status, tried to find existing problems, found out reasons of them, and put forward the corresponding solutions from a mechanism perspective.In order to explore the current status of the experts roles played in the primary and secondary educational reform, questionnaires and interviews from five dimensions, i.e. desire, content, effects, impact factors and methods, were designed and executed. Then results, i.e. the effects of experts participating in the reform were not ideal, and several reasons, i.e. from the government, society, schools, including universities where experts work at and reformed primary and secondary schools, and experts themselves, were explored from the current status. Corresponding solutions were put forwarded in accordance with founded problems and impact factors. For instance, the mechanism of guarantying experts effectively taking part in the reform, the advisory mechanism of educational policies, the mechanism of region educational reform, the mechanism of evaluating and motivating universities, the mechanism of society voluntary service, the mechanism of compensation education, the mechanism of automatic research for extension education reform, the mechanism of guiding society’s public sentiment and the mechanism of experts’value, form, procedure and organization etc. from four perspectives of government, schools, society and experts. The paper tried to integrate those mechanisms, make them cooperate with each other effectively, guarantee experts to take part in primary and secondary education at extreme, and create a set of operational mechanism of experts participating in primary and secondary educational reform with theoretic foundation and practical significance both.
