Beginning in 1986,the CPC Central Committee established the system of professional and technical positions,middle school and primary school set up a "two yuan" the teacher title series,opened the prelude to teachers' professional title reform.Since 2009 the country has continued to deepen the development of primary and secondary school teachers professional title system reform pilot work in Hunan province.2013 Zhuzhou city to carry out this the work and achievements.The implementation of teacher evaluation system for primary and middle school by the purpose of Title Evaluation Management Mechanism of teachers,optimize the structure of teachers,and provide institutional guarantee and personnel support for the full implementation of quality education,promote the healthy and stable development of basic education.In order to better carry out the primary and secondary school teachers professional titles reform work,promote the benign development of teachers' professional titles.Visit the Zhuzhou Municipal Bureau of education,some schools,interviews with a large number of educational administrators,school leaders,teachers,obtain first-hand information.Through reform interview results,on the basis of previous scholars on the research results,the use of the school education,the theory of management knowledge points This paper analyzes the present situation of Zhuzhou primary and secondary school teachers' professional title reform,the results of reform,the existing problems,and comprehensively analyzes the reasons for the problem,formulate the measures,and strive to contribute to the cause of reform and development.Research shows that need policy guidance,teachers title evaluation work of middle and primary schools around the parties involved,but vary greatly,in the unified system,personnel transition,standards andevaluation etc.it has many problems,such as the relevant employment policy is not implemented,evaluation mechanism is not perfect,evaluation content is not scientific therefore,implementation of title evaluation work from the top-level design to implement the transition of primary and middle school teachers,need to recognize the reality at the macro level,the government should increase investment,to control the situation;middle level education administrative departments should improve the employment mechanism,the establishment of dynamic supervision mechanism;micro level to get rid of the school official In the implementation process,we should actively grasp the spirit of the policy text,give full play to the autonomy of the school,implement the learning situation,and focus on practical result.
