In the process of reform and development, the economy of our country has developed at full speed. China has made remarkable achievements. With the continuous increasing of economy and human civilization, the social public demand for public services are also expanding rapidly. As the basic public services, primary education are more and more important in the economic development and social progress. As the pioneer of coordinative development, Chengdu city focus on improving the basic public service and coordinative development, and has made a great breakthrough. However, the disparities of primary education have accumulated for many years, and it can not be completely eliminated by increasing the amount and proportion of public expenditure.The regional disparities of primary education in Chengdu include administrative regional and urban-rural disparities. With unifying urban and rural household registration system in Chengdu, urban and rural household are replaced by resident household. Based on this background, this research puts particular emphasis on objective analysis on administrative regional disparities from the view of output effectiveness level, which also can partly reflect the urban-rural disparities, and then hopes to find the specific disparities between them, clarify the influence factors of disparities, and explore ways of regional primary education equalization.The structure of this article is as follows. First, we make clear this research background, research significance, abroad and domestic research review, the innovation and inadequate. In order to unify statistical caliber, we also define basic conception, and comb the related theory which include public finance theory, public goods theory, new public service theory and Rawls justice theory. Second, we summarize the current situation of primary education in Chengdu, which include education funds, teacher quality, material conditions and education opportunities. And then, we analyze the causes of the current disparities of primary education from the aspects of household registration system and dual financial system. Next, we analyze empirically the regional disparities about output effectiveness of primary education in Chengdu from the view of output of primary education by using dynamic factor analysis method, and measure the regional output effectiveness level about primary education. Meanwhile, we use random effects panel data to analyze the reasons of disparities about effectiveness level. Finally, according to the above analysis, we propose the author’s views and suggestions and explore the effective ways of regional primary education equalization.The result shows that it has already exist regional disparities on primary education in Chengdu. The effectiveness level in central urban area is higher than others areas, however, the effectiveness level in backward economic development area is not the lowest. This phenomenon proves that economic development level is not the sole determinate of output effectiveness level about primary education. We also find that fiscal revenue, fiscal decentralization and GDP per person have positively correlation relationship with output effectiveness level.To ensure people have the equal right to sharing education services for free and fair, we should adopt necessary measures, which are allocating financial funds on the amount and structure, optimizing primary education resources rationally, strengthening the teachers contingent of primary education, improving schooling conditions and equalizing the educational opportunity.
