This study based on the opportunities and challenges of our country creating inPopularization of Higher Education, hold that the key of to build World-class universitiesin our country is to improve the level of research university presidents, and theimprovement of research university presidents’ appointment system is an importantpremise to enhance the competence of research university presidents. Improving thescreening mechanism of high level president in our country is an inevitable way to createWorld-class universities. And facing so many problems of our research universitypresidents’ employment system, we must advance the university president employmentsystem reform, in the process of reform, we should learn from United States’ advanceduniversity president employment system effectively, which is very meaningful to improveresearch university presidents’ appointment system.Based on the understanding of our country research university presidents’appointment system, this research is mainly divided into five parts: The first part, mainlydiscuss the origin of the research problem, and define the core concept, and make aliterature survey. The second part, analyze and compare differences of Chinese andAmerican research university president employment system in historical changes, toanalyze differences of them from the forming process. The third part, focuses on thecomparison of Chinese and American research university presidents’ qualifications, keymembers of selection, the selection process, responsibilities and treatment, term limits andso on. The fourth part, analyze and summarize the main problems of our country researchuniversity presidents’ appointment system, and point out that the main problems ofChinese research university president employment system are unclear qualificationsstandard, single members of selection, the vague screening process, discordant treatmentand responsibilities, short term limits. The fifth part, this paper discusses the revelationthat American research university president employment system gives us. Aiming at theproblems of we research university president employment system, combine with theexcellent system design of American, believing the key of improving our research university president employment system is to reinforce the system reform, clear thequalification standards of selecting university president, adopt a wide range of membersunder the leadership of government to take part in selecting the president, implementselection process come out into the open, improve the salary level of university presidents,utilize flexible tenure system.
