The problems of primary schools layout and adjustment in the rural areas is the most common phenomena and problems in contemporary China, especially the policy of canceling teaching centers and merging primary and middle schools in the rural areas. Large-scale schools canceled brings a deep impact on the rural students,parents and education. This paper explores the problems and negative effects about this policy with the cost analysis perspective, based on the research of x county rural schools in Henan province. The cost analysis of this policy mainly in four aspects:first, loss of decision-making democratic and scientific because of unreasonable modes; second, accelerated the decline of rural society and rural civilization; third, hinder the healthy long-term development of rural education; fourth, caused a negative impact on the physical and mental health, native emotional attachment of rural students. According to the performance of the cost, the paper tried to reveal the causes from the three aspects of the cultural, economic, political. First, on the values,"school effectiveness" narrowing "economic benefits" and "city centrism"; Second, the layers peel economic reduction of rural education funding led to rural primary schools and teaching centers difficulty. Third, institutionally, teachers systems in urban and rural supply are imbalance and lacking supporting systems, resulting in a serious shortage of teachers in rural areas. Based on the deep-seated causes of the cost,this paper puts forward specific measures to avoid and compensate the cost of the policy. First, improving the scientific and democratic of the policy-making, reducing the cost caused by subjective mistakes. Second, repositioning the value standpoint of primary schools layout and adjustment, from economy based return to education based, abandoning the"city centrism". Third, compensating the loss of the policy-impaired, protecting rural schools’economic investment, constructing teacher turnover dormitory in rural schools, implementing the rural school bus system.
