Wuhan Metropolitan Area includes the central city of Wuhan, and8surroundingcities which are Huangshi, Tianmen, Qianjiang, Xiaogan, Xiantao, Ezhou, Huanggang,Xianning. Such an “8+1” regional economic union owns not only the most intensiveindustry and the factors of production but also the core of economic development andthe most vigorous area in Hubei. In order to balance the development among numerouscities, and to improve people’s living and quality, we need to reform and developsecondary vocational education as intellectual support. In pace with the implementationof the strategy of central rise in Hubei province, dramatically changes have happened inthe economy and the industry of Wuhan Metropolitan Area, at the same time, industrialstructure has entered a fast changing period. The development of new industrializationand the formation of new industrial cluster put forward new challenges for secondaryvocational education. With the aim of establishing a resources-saving andenvironment-friendly two-oriented society, the economy and industry should achieveintensive and harmony development in urban and rural areas for man&land and shouldalso walk out a path of environmental protection and a sustainable development. Thatalso put forward new requirements for secondary vocational education of WuhanMetropolitan Area.Based on the cooperative system of secondary vocational education, this paperattempts to present a resource-sharing and talent-training secondary vocationaleducation alliance by government, vocational colleges and enterprises. In this region,government, education department, vocational colleges and enterprises develop togetherthe secondary vocational education to realize the resource sharing and make it overallplanning management and development in different areas.Regarding the mode of running colleges of secondary vocational education, thispaper attempts to offer integrating resources of government, local department,vocational colleges and enterprises, seeking advantages and educating with differentstages by firstly cooperation among colleges, secondly co-works between colleges and enterprises which let industry to guide teaching, make knowledge link with fieldoperation, finally coordination of above two parts to realize organic combination ofknowledge training, professional skill training and field training.This paper, starts from analysis of facts to summarize experience, theory, andfinally to state measures. Based on the collection of various domestic and foreignmaterials of related theories and academic research, this paper first grasps the presentstatus of secondary vocational education of Wuhan Metropolitan Area, and then mainlyanalyzes the data of three aspects, that school layout, faculty and resources input, afterthat, finds out the chief problems, such as vicious competition, resources sharingobstacles, uneven development, uneven distribution of construction, single mode ofrunning colleges, limited cooperation between college and enterprise, and low-qualifiedemployment and so on. Then, this paper sums up three reasons of school-runningproblems, which lack of effective system, overall planning management, scientificeducation mode. At last, proposes college-running measures which are constructing analliance system, managing it as a whole, creating the alliance mode of secondaryvocational education of Wuhan Metropolitan Area.
