Gannan is a natural prairie located in the southwest of Gansu province. Its agricultureand animal husbandry are developed concurrently. However, its focus is on the animalhusbandry. Incomes of farmers and herdsmen are mainly from the agriculture and animalhusbandry. However, with the development of the agricultural industrialization and thecontinuous development of the tourist attractions, Gannan suffers from more and more seriousgrassland degradation, environmental pollutions and ecological destructions. Moreover, thegrassland desertification becomes serious. Lands and animals upon which farmers andherdsmen make a living have been gradually infringed. The most important things we shoulddo are to follow the scientific outlook on development. Promote the agricultural science andtechnology so as to stop the vicious circle in the economic and ecological development,increase the production in the agriculture and animal husbandry, increase incomes of farmersand herdsmen, improve the quality of the livestock and protect the ecological environment.Qualified personnel are the key to deal with this problem. We must make great efforts tocultivate and reasonably distribute qualified personnel with professional skills in theagriculture and animal husbandry and make these qualified personnel help herdsmen to gainmore professional knowledge and scientific skills and comprehensively improve theirhumanistic quality. The practical and technical personnel in the agriculture and animalhusbandry can not only boost the development of the rural economy, but also play a crucialrole in spreading and implementing the concept of advanced cultures and realizing theharmonious and sustainable development.Taking the actual needs for the qualified personnel in the minority areas into accountand knowing of the regional particularity of the minority areas and the diversity of thecomposition of qualified personnel, this paper makes an in-depth study on the basis of acombination of theories and solid evidences. From this study, it can be concluded that inGannan, personnel deployment mode is conservative, the organization and management ofdeployment process is rigid, and the deployment infrastructure construction is insufficient. inorder to develop the market economy in the minority regions with the full ues of theagricultural practical talent, to make the personnel allocation process in south SichuanProvince to be rationalization, standardization and flexibility, three solutions are put forwardas follows:First, make full use of the market economy. Through introducing advancedscientific and cultural knowledge and skills, the deployment mode of the regional qualifiedpeople tends to be diversified and active, rather than simplified and passive. Second, deepenrelevant supporting measures and change the out-of-date convention to contribute to therational flow of the trained people. Third, a prerequisite for rationally and effectivelydeploying the qualified personnel is that reserve of talents with great technical skills and goodeducational backgrounds are owned as many as possible. Only in this way, can needs for the deployment be satisfied. Therefore, it is suggested that so as to ensure the effective andrational deployment, the following things should be done. The basic education andprofessional and technical education in minority areas should be well delivered; the culturalatmosphere should be improved; versatile people should be cultivated to keep abreast of thetimes; the foundation work for deploying qualified personnel should be well done.
