Problems And Countermeasures For Supervision And Law Enforcement On Production Safety In Baoding City

In recent years, the problem of production safety in all industries and sectors has becomea great challenge for the economic and social development of China. Supervision and lawenforcement on production safety is the core and a priority for all, and playing anirreplaceable role in detecting potential accidents timely, correcting illegal act in productionsafety, and propelling enterprises to establish a mechanism of self-restraint. With thegradually establishment of the network of supervision and law enforcement on city, countyand township levels, safety supervision organizations are facing with urgent work ofadministrative enforcement of the law. Although every local department has carried outpositive and useful attempt on the work of law enforcement on production safety, stepped upefforts on the investigation of illegal behaviors, and has effectively controlled all kinds ofaccidents, law enforcement and supervision of production safety of China is still in its infancy,there are lots of weak links which is in the exploring stage, and many problems in practice hasaffected the standardized operation of administrative law enforcement.This paper used literature review, field survey and the combination of normative analysisand empirical analysis, and after reviewing a large number of data on law enforcement andsupervision of production safety, work summary and theoretical articles of front-line lawenforcement officers as well as the personal experience of the researcher. It firstly introducedwhat is supervision and law enforcement on production safety, identified the subject, lawbasis, content, object and procedure of supervision and law enforcement; then, compared thestudies on supervision and law enforcement of production safety in China and abroad to havea deep and complete comprehension on supervision and law enforcement of production safety;next discussed the current situation of supervision and law enforcement of production safetyin Baoding city, and discovered several dominant problems such as uncompleted law system,deficient supervision and law enforcement system, immature law enforcement forces andundesirable environment; finally, based on the law system of production safety and theoreticalframework, the researcher discussed the reasons leading to the problems and finally proposed solutions which attempts to provide valuable reference for further strengthening andstandardizing law enforcement and supervision of production safety in Baoding City. Thesesolutions include: to improve legislation for production safety, to enhance supervision and lawenforcement system, to strengthen the construction of law enforcement forces, and to bettersupervision and law enforcement environment.
