As a profound discipline, Language transmits the motherland rich cultural heritage and the great national spirit, since the language itself has such an important significance, students should learn it well. however, this kind of the transmission of culture and the spirit depending solely on teachers’classroom teaching is not enough, so we must to develop school-based curriculum, in order to help students better and more sufficient for learning. The development of school-based curriculum prevails in the20th century main western develop countries,is a kind of and national curriculum development corresponding curriculum development mode" School-based curriculum" emphasizes "base on school" curriculum, distinguished from the country-based and local curriculum. It especially tends to the curriculum basing on the school, the actual situation,the development of the school, and the curriculum of independent developing. The author thinks that "school-based curriculum" specified which the school use its own advantage resources, to meet the development needs of the students, independent develops. Due to the elementary school students’ learning is in the initial stage, and to be the background for the future learning, the primary language’s learning is particularly important, so the author studies the development of primary school Language school-based curriculum. This article mainly includes the following several parts:(1) related literature review:here mainly includes the definition of the related concepts, in the meanwhile,it also contains the domestic and abroad research status.(2) on the development of language theoretical basis of school-based curriculum in primary school. This includes Schwab’s "practice curriculum", and Stenhouse’s "process model".(3) X elementary school language school-based curriculum’s present development situation, in this part, the author, using consulting relevant data, questionnaire and interview method to understand the school language school-based curriculum’s development problems, and then according to the cause analysis of relevant problems, analysis what is the factors to lead to the emergence of problem.(4)solving its language school-based curriculum development’s the countermeasure. Through the above analysis, the author comes up with some solutions to the problem.Through this part, The author hopes to inject fresh ideas for the school and promote the better development of the school language school-based curriculum, the improvement of teachers teaching ability, and the students’ learning progress.
