The Analysis Of Higher Educational Finance Equity In China

Significant progress has been made in popularization of higher education in ourcountry. But still there are some quality problems and unreasonable structure ofhigher education, etc. The root cause of these problems is the uneven distribution ofhigher educational resources. The fair and reasonable allocation of education budgetis the core to promote the optimum distribution of higher educational resources.Higher education funding as the main source of the current higher education funding,the allocation of reasonableness in relation to educational equity and the realization ofsocial equity. The analysis of higher educational finance equity helps to speed up theprocess of reformation in higher education finance system. It also helps to promotethe healthy development of higher education, to maintain a fair education and thepromotion of social equity. However, there are various unfair situations existing inChinese higher educational finance, which including the unbalance funds investedregionally, the different amount of funds invested between the universities in centralarea and local regions, the deviation of neutrality in higher educational finance, theunequal opportunities given to the students featuring diverse economic background,as well as the insufficient financial aid provided to the needy students. Moreover, thereasons that cause the unfairness under Chinese higher educational finance are: thedeficiency of equity awareness in higher education, the unclear responsibility ofeducational finance by central and provincial governments, and the biased policy thatfavors only the key universities, the simplification of the funds allocation model, andthe limitedness and narrowness of funds being subsidized to the students. Based onthese, we propose the following measures: strengthening the concept of thedevelopment of higher education fair, clearing financial responsibilities of managingcolleges of central and local government, treating the construction of major collegesand universities rationally, reforming the single funding model of higher education,improving the student financial assistance policy of higher education.
