The governments are the leaders of higher education, higher schools and other institutions of higher education are the providers of higher education, families and individuals are recipients of higher education, thus the problems of higher education equality involve many aspects, including the distribution of educational resources, the symmetry of education information, the equal entrance opportunity and so on. The characteristic of its quasi public product and the failures of the higher education market decide that the equality of higher education needs supports and subsidies from the public finance, and the non-governmental power can’t really ensure the realization of equality of higher education. So we should perfect the existing education finance policy, develop the new finance ways supporting the development of higher education, increase the tax privileges towards the devotions and investment from the society.
