The Construction Of The Index System In Process Evaluation Of Public Welfare Project

For studying process evaluation index system of public welfare program, much of the work has been done. This paper reviewed domestic and overseas research progresses of the process assessment of commonweal project. The guiding theory and theoretic basis of this process evaluation have been summarized, including the characteristics, purposes, content and others. Herein, the appraisal theoretical framework with respect to four aspects was established:the implementation of project, the situation of service delivery, the quality of service delivery and the resource utilization of project. In the light of this assessment framework, the research priority was located at the evaluation indicator system. Hence, the indicator system comprises4first-level indicators and11second-level indicators. For the application, the process evaluation of the2012"oneiromancy" action of the Hope Project in Fujian province was based on this system.
