We should sum up the experience and lessons for the further studies.Before the Britian leased Weihaiwei,the traditional clans,elites and cundong in Weihaiwei govern the rural together. After a long time,they begin to reform and carry out the system of Zongdong.In the later stage of Britain leased Weihaiwei,more and more people in Weihaiwei want to carry out the local autonomy.Under the pressure of this,British government only can follow the trend of the times and carry out the village autonomy.We should notice that after the British cononialists came to Weihaiwei,they didn’t deny all Weihai local traditional culture.On the base of reserving the village self-government tradition in Weihaiwei countries,they integrated into British law concept and formed a characteristic village autonomy, which had a positive governance effect.Although this pattern is very different from the modern village autonomy,it is successful.Its success tells us that if we want to avoid the possible turbulence and instability of the rural transformation,we should try our best to use the local resources,and respect the traditional culture.This is not only harmonious with modern science and technology civilization,but also can promote the social construction.
