Study On Operation And Management Of The Key Innovation Bases Of Technology And Science In Agricultural University

In order to cope with the challenge of economic globalization, our country has made the strategic decisions that to speed up the construction of an innovation-oriented country and to establish a new national system of innovation of science and technology. As an important part of the country’s basic research, the key innovation base of technology and science in agricultural universities has played an increasingly prominent role in agricultural science and technology innovation system. The efficient operation of the key innovation base of technology and science in agricultural universities contributes to the optimization of configuration of the scientific research resources. It helps to improve the operational efficiency of technology innovation base and to stimulate the enthusiasm and innovation consciousness of the researchers. It is also the important guarantee for the technology innovation base to obtain new achievements and to enhance the core competitive power.The paper analyses the present situation of the operation and management of the key innovation base of technology and science in agricultural universities through the field survey and interviews. Drawing on the experience of the operation and management of the agricultural key innovation base of technology and science in America’s universities, the paper puts forward strategies and suggestions to the efficient operation and management of the key innovation base of technology and science in agricultural universities on the base of the research to the State key laboratory of crop genetic improvement and the state key laboratory of biology of the crops in arid adversity. The paper consists of four parts.
