Continuing education can be divided into two parts, one is the degree to continue education, the other is Non-academic continue education."National medium and long-term education reform and development compendium (2010-2020)" pointed out:"continuing education is an education for all members of society after accept the school education, especially the adult education activities, is an important part of lifelong learning system." And further pointed out that "to develop non-academic continue education, steady development of degree to continue education". Non-academic continue education shoulders the important task of improving national quality especially in the modern society, constantly produce new knowledge、new theory、new technology and so on.
