In the beginning of20th century, the Qing government was facing a hard situation with both internal and external sufferings. To save the current political situation, Qing government implemented the New Deal Reform. As an important part of the New Deal Reform, the educational reform was spread quickly all over the country. Kawabe Tibetan area, with special natural and geographic environment, was an important place in border districts and a hub to link Tibet and mainland China. From1906, when Zhao Erfeng was appointed as Sichuan-Yunnan Frontier Minister, to the outbreak of the Revolution of1911, this area implemented the educational reform under the background of the New Deal. This made a profound impact on the locals and this area became the typical representative of educational reform in ethnic minority districts. For these reasons, it deserves our thorough discussion.This paper is divided into five parts. The first part is the preface. In this part, the author will introduce the related researches and the research method. In part two, this paper focus on the development of the traditional education in Kawabe Tibetan area and the cause of the establishment of education in late Qing dynasty. Through the analysis of the temple and church education, the author reveals the historical background of the education in this area. Part three focus on the advance of the establishment of education in Kawabe Tibetan area. In this part, the author will discuss the progress of local education through Zhao Erfeng’s efforts of political reforms. Also, it integrates the Tibetan and Han culture. Part four focus on the influences of the establishment of education on this area. The author will depict how the establishment of education impacts the transformation of local education and the integration of the Tibetan and Han culture. Part five is the conclusion. In this part, the author will analysis the activities of the establishment of education from1906to1911in overall perspective. Zhao Erfeng’s educational reforms in Kawabe Tibetan area are of great significance both in cultural and political fields. It is beneficial in the political reform of the minorities in this area and the political reconstruction of the modern nation-state. As an important reflection of modern Han-Tibetan relationship, the fundamental issue of the establishment of education in Kawabe Tibetan area in late Qing dynasty is still the problem of modern Chinese ethnic ralations.
