As main part of urbanization, the work of village-to-community is important basis for promoting urbanization of peasant. With the advancement of urbanization in our country, it’s facing huge social risks. On the one hand, there appear the problems of land requisition, the compensation, resettlement in the process of village-to-community; On the other hand, the peasant have to face kinds of problems because of inadaptation. Therefore, how does village-to-community promote the urbanization and how does the peasant adapt to urbanization are becoming important issues of current development in our country.Basing on this background, the dissertation chooses a community of village-to-community in the suburban of Kunming, uses the combined research method of qualitative research and quantitative research, analyzes the data of the survey. At the same time, it bases on social policy for development to interpret. Otherwise, on the basis of literature, definition and recent concepts, it analyzes the current village-to-community work, the status of citizenization, how does village-to-community work and the current policies impact on the urbanization of peasant. The research suggests that a person’s human capital and social capital are important foundation for urbanization of peasant. The research also suggests that urbanization of peasant must go through seven transformation processes. Social policy for development has important significance for citizenization of peasant. So referencing the concept and theory of social policy for development can analyze urbanization of peasant. All these aim at promoting the urbanization of peasant in the process of village-to-community.
