Under the background of rapid economic development, comprehensive strength unceasingly strengthens, international status significantly improving in our country, how to enrich the domestic overall strength, let more people enjoy the achievement more fairly, pay close attention to social development, pay close attention to social fairness, pay attention to the livelihood of the people become the government’s new focus today. Education has always been one of the three people’s livelihood issues, education development, education fairness, education democracy are the key to realize the modernization of education, and in the process of realization of education fairness, the fair education question of disadvantaged groups path in promoting education fair is unavoidable reality problem, promoting the education fair is the first duty of the government, the government is the dominant force to solve the education fair problem of vulnerable groups, at the same time in order to solve the practical problems the government need to make the effective cooperation by combing with the social forces, and all kinds of social organization. In this paper, content of each part are as follows:The first chapter, the introduction mainly introduced the academic review, conceptual analysis of the field of education of vulnerable groups, governance duties and responsibilities of the vulnerable groups in education fair. On the basis of reviewing the research of many scholars, this paper explores the government to deal with this problem on non-whom at the bounden duty of the government.The second chapter, discussing the present situation of the education fair question of vulnerable groups, analyzes the causes of education fairness problem of disadvantaged groups, and the deficiencies dealing with the education fair problem of vulnerable groups by the government.The third chapter, we based on the foreign realities, learn from the experience of some foreign governments on educational equity of vulnerable groups and make up for our lacking.The fourth chapter, basing on the reality in China. and puts forward the goal programming to solve the education fair problem of vulnerable groups, under the guidance of goal programming, from two aspects of compensation plan of the weakness of protection the education fair of vulnerable groups and protection plan based on the development of the vulnerable groups education, we need to propose measures.The fifth chapter, summarize the above, look to the future.
