The research content is the current state about the autonomy in the public primary school. On the basis of interpreting the connotation and policy of the autonomy in the public primary school, by interviewing schoolmasters and teachers from the part of the public primary schools in the district A of city N in Jiangsu province, and by the questionnaire from schoolmasters of the part of the public primary school in the city Z of Guangdong province, the research concludes that the country continues to emphasize to expand the autonomy in the public primary school. The policy implementation shows that there are some achievements in some respects, but there are still many problems. The schools are controlled by education administration department, and the autonomy of running a school is limited. In the internal management of the schools, some teachers are unable to exercise the autonomy effectively.On the basis of the analysis about the problems of the autonomy in the public primary school, the research concludes that the implementation of policy and the regulation of policy are the reasons of the problems. In the implementation of policy, there are three reasons. Those are that the main people doesn’t know the policies clearly, the single model from the top down in the implementation of policy and policy inertia. So the policy can’t be implemented. In the regulation of policy, there are two reasons. Those are that the contents of the policy are not concrete, and there is inconsistent among the policy. So to expand the autonomy of the public primary school is difficult. For the foregoing reasons, this study bases on the construction of modern school system, and discusses how to strengthen the autonomy of the public primary school. There are four suggestions. Those are to set clear policy, to enlarge policy propagandas, to strengthen power supervision, and to provide a variety of ways.
