Article 39 in “The National Outline for Medium and Long Term Educational Reform and Development(2010-2020)” states :”To make sure schools enjoy greater autonomy, the government should become service-oriented, change its public management, perfect its supervision mechanism, simplify the items of administrative examination and approval relating to school.It should safeguard the school-running autonomy and shoulder its own responsibilities........It will further extend autonomy to senior high schools and vocational schools in the fields of school mode, ways of education, the allocation of resources, personnel management, cooperative education, community service, etc “. Therefore, how to develop the school in an independent way will be an important force to push forward the basic education reform. It’s convincible that the autonomy of school will be expanded and the ability to run a school will be strengthened.In my opinion, what should be done and what should not be done by the government in the educational field needs clarifying when we reform our basic education management system. When asked about the autonomy of public school, the relationship between school-running autonomy and the government, society should be straightened out. The path to broaden the autonomy in the school running should be decided. In this way, not only is the content of pedagogy broadened, but the connotation of pedagogy is added. In the research achievements, there are certain reference values regarding the reform and development of the school, and some references for government basic education management system reform.This paper is divided into five parts. The first part ‘introduction’ clarifies the research object, the background and value of its research. research literature addressing the school-running autonomy at home and abroad is also presented here for us to understand how the governments in developed countries function as a top designer and provide the largest source of financing to the public school while entrusting its more functions to the school board to help achieve the autonomy. How to function well, or to say how to use the entrusted power well, is important to all interest groups relating to school when school enjoys greater autonomy. It is necessary to reconstruct a mechanism to evaluate the efficiency of the school running and supervise the use of power.The second part introduces the origin, the meaning.The right to run a public school is entrusted by parents and government. The third part focuses on what autonomy should be enjoyed by public middle school and its basis for its determination.The fourth part describes the relationship between the government and school. To vitalize the school running, the "strong government and weak school" relationship between the government and schools is supposed to be changed. Streamlining administration and institute decentralization is precondition to solve the problem. The fifth part explains the key to enjoy greater autonomy is that the school must learn to rule by law through the construction of the modern school management system.Improving the governance of school lies in governing by the school charter which should be drawn up to strengthen the capacity of autonomy with improvement of governance structure. of school autonomy. The interests will have more say in the school development.Combining the theory and practice, this paper takes Xinjin County as an example and does some research into the practice of enjoying greater autonomy in some local public high schools under the guidance of the Education Bureau of Xinjin County. The point of view got from the research is : The changing times is calling for the connotative development of schools to face the challenge. In a more open world, government and schools should realize the more freedom, the brighter future.
