With the development of reform and innovation, independent colleges of highereducation have been done great contribution to promote the popularization of highereducation more than10years. At present, there are7independent colleges in Chengdu.Along with the growth of these independent colleges, how to develop a scientific andreasonable teacher evaluation system, how to build an efficient professional pragmaticteachers, and how to create a classic independent colleges and ensure lastingdevelopment of independent colleges, are problems that board of independent collegesand management care about and think about at the moment. During the process ofindependent colleges’ operation, the teaching is the key, and naturally teachers are thecore of all the work. It would have significant and profound meaning, if we canestablish a teacher assessment which accord with the macro development goals of theirown colleges. It starts from the colleges’ own situation and under the educativeguidance of the administration.This article reiterated that the teachers’ assessment is vital for schoolmanagement. By extracting four independent colleges in Chengdu, based on thepreliminary investigation on the present situation and effect of teacher assessment, anddrafted the relevant survey questions, survey research through questionnaires andinterviews in the form of these four colleges research data and results of scientificresearch to understand the current of the independent assessment of faculty and analysisderived assessment problem. This article is from the macro-management of theeducation sector, the specific issues of self-management of the independent colleges andteacher assessment analysis of the basic situation of the independent assessment offaculty in Sichuan Province. Later, I apply management knowledge, and learn fromexperience about teacher assessment in the university management in the United States,Britain, Canada and other countries and domestic series of teacher assessmentmanagement experience, which can provide scientific and reasonable suggestions toresolve the problem in the current teacher appraisal.When the article gives assessment suggestions, it set four basic principles of assessment to grasp the macro direction of the teacher evaluation. In the specificsuggestions, on the one hand, it stress that the overall management of the administrativedepartment of education and the management of the independent colleges. On the otherhand, in order to effectively solve the existing problems, it will put forward somesuggestions from the intended scientific evaluation system. I believe that results of thisresearch not only make more scientific and rational and efficient internal assessmentmanagement work of the independent colleges, but also will increase the participationof teacher assessment and urge teachers to self-management and management byobjectives. At the same time, it can provide a factual basis for education authorities tograsp the teachers’ assessment status quo in independent colleges.
