President HU Jintao points out,“The basic measure to achieve education fairnessis allocating education resource rationally…” Premier WEN Jiabao emphasizes,“Afterbasically solving the problem that there were not enough schools before, our next workresearch will focus on solving the unbalanced allocation of compulsory educationresources to meet the requirement of people who hope better and better schools.”Currently, compulsory education resources allocate unbalanced and which are wastedseriously, while optimal allocation of compulsory education resources is an importantlink and area for public education management, and the education resource inputs andrational allocation is the necessary condition for education development, which is alsoone of the important ways to improve the balanced allocation of education opportunityand promote the education quality. Just as Confucius said,“Not fearing deficiency butenequalization”, therefore, for the allocation of compulsory education resources onboth the theory and the practice should be attached great importance.This article thinks that it should combine information technology and educationmanagement to solve existing problems effectively during the information technologiesrapidly developed. Because the development and run of information technology needthe support of powerful economic, though, this article chooses the metropolis asresearch object. The article relates to resource allocation theory and grid managementtheory as research basis, uses the modern grid theory and technology to combine thesharing of grid technology and the sharing of compulsory education resource, designthe “one cloud six layers” grid sharing service architecture which based on compulsoryeducation resources cloud schema grid allocation, design the cloud allocationintegration process of compulsory education resources, design the new double shaftand four levels structure and reengineer management process.Firstly, the article analyses the rationality of the grid allocation of compulsoryeducation resource, that is, define the “point”,“grid”,“net”,“cloud” of compulsoryeducation resource, and use code to identify the resource, change the real resources tovirtual resources. the article justifies the scientific of the grid allocation of compulsory education resource, that is, build the grid information platform for resources allocationof compulsory education, define the subject and object of platform structures, based oncloud architecture, explore the logic functions and shared services framework of thegrid allocation platform, then design the integration of cloud allocation for compulsoryeducation resource.Secondly, the article analyses the science of the grid allocation of compulsoryeducation resource, that is, compare compulsory education resource allocationpractices and grid allocation mode, from teacher resources, student resources,curriculum resources, then draw three resource grid configuration mode system, moreconnotations, more convergence, and try to put forward the idea of grid configurationof hardware resources on teaching.Finally, the article analyses the feasibility of the grid allocation of compulsoryeducation resource, that is, there has been a sound basis of internal and externalenvironment for grid allocation of compulsory education resources, possessedsupporting education reform supports just as the flow of funding and evaluation etc. Atthe same time, compulsory education resource grid configuration actual function toresolve the existing megacities compulsory education resources existing resourceallocation ratio imbalance, school choice hot issues such as providing support.
