Modern distance education is accompanied by the development of modern information technology to produce a new type of distance teaching form, it is based on computer communication technology and modern network technology, using the remote, real-time, multi-point, two-way interactive for the principle of a kind of modern multimedia teaching mode. In essence, distance education is the teachers and students of non-face teaching with the help of the media.Distance education policies and regulations system to establish and perfect, needs to draw lessons from the advanced experience of developed countries (such as the United States), according to the theory of a distance education policy framework, using the expert decision-making system to ensure implementation of the scientific and systemic. This article from four aspects to discuss the distance education policies and regulations system of China and the United States, respectively is the hierarchy of distance education policies and regulations, forms, procedures and specific practice and development. In the four aspects respectively, the two countries have in common and differences. In terms of hierarchy, both countries are subdivided into national, local and three different level education institution level, the difference is when formulating policies at all levels in the role of the different, work out policies and regulations of the legal effect is also different; In the form, at the national, local and education institutional level has different forms, pay attention to the different aspects;In terms of procedures, the United States pay more attention to coordination and transparent, process justice, therefore, make the law more scientific;In practice development, both countries were experienced by correspondence education, broadcast education and modern distance education in three stages, but different degree of development, pay attention to the factors are also different. Policies and regulations being introduced scientifically matter to the new emerging distance education, proved by the development history of distance education domestically and abroad. Based on theoretical system and practice frame of remote, this thesis compares the ideas of policies and regulations about distance education and the practice of policies and regulations about distance education in China to in the USA, then draw on the beneficial enlightenments for our country. This thesis is divided into three parts. The first part and second part respectively introduces the distance education policies and regulations system, hierarchical structure, forms, procedures and practice development in china and in the USA. The third part concludes beneficial inspiration for the policies and regulations system of distance education by contrasting the two countries, and puts forward suggestions for the legal system of distance education in our country.
