The issue of rural, agriculture and farmer is still a key question to achieve the Chinese dream. At present, planning and construction of the rural areas, and the rapid development of agriculture economy, farmer life orderly increase are the urgent requirement of rural villagers, it is also a basic way to solve problems in rural areas. In the context of rural construction, all regions are exploring how to realise the economical development of rural areas by the new rural construction planning. The new rural construction and plan, agricultural modernization and the economical development of rural areas, income growth of the peasants and the happiness of farmer, are the three Focal Problems to speed up the development of rural economic and social in the new period. Among them, the new rural construction and plan is background, agricultural modernization and the economical development of rural areas is meanss, and income growth of the peasants and the happiness of farmer is the aim.There is a lot of research on economic development in rural areas and theories about new rural construction planning,what’s more, there also lots of study on practice, but there is little research on the planning of countryside and agricultural modernization in the central regions. The rising of central China, can’t be success without the rising of rural areas in central China. Against this background, this paper chose J, a big agricultural city in Hubei Province as the object of study, and do the research on the new rural planning and the development of economic. In the central area of Hubei Province, J city belongs to a general type of traditional agriculture areas, in the past it’s not regard as a typical type of economic development in the rural areas to do research and extension. Compared to other regions of Hubei and the surrounding areas, especially in its Hubei province provincial deputy central area (Xiangyang, Yichang), centralized poverty areas, and "1+8" city circle, its economic development mode and the mode of economic growth, rarely become the focus of experts and scholars who carry on the research. But in recent years, J city was identified as "China’s agricultural Valley" area in1lubei province, which build as the development of modern agriculture demonstration area, the central departments is attaching importance to it, which has gradually become the focus of research on regional economic development in rural areas.This article takes J city,which has the policy advantage being China’s agricultural Valley in central China, as object of study. Based on related theories about macro social work, development economics, area economics, the article analyzed the economic development of rural areas in J City, and the history of economic development, present situation, superiority, opportunity and factors that restricting the economic development, revealing the problems and difficulties of rural regional economy in J city. With the study of a large number of empirical data,analysis opportunity and challenge of the economic development in rural areas, at the same time draw lessons from experience mode of foreign and domestic regional economy rural economic development, as well as J city itself advanced exploration experience, and experience in the development of China’s surrounding rural areas with special policy environment, which take the macro social work theory as the instruction, and then proposed ideas and paths of leap forward development about economic in rural areas across the J city. The article uses three pairs of "mixture" research methods, putting forward the practical countermeasures and suggestions according to the specific situation of economic development in rural areas of the J city.
