As the center for gathering talents and a major seat for nurturing talents, institutions of higher learning are entrusted with the crucial responsibilities of talent cultivation, knowledge innovation and social service, and shoulder the two strategic tasks of national rejuvenation through science and education and national revitalization through human resource development, both of which are of paramount historic significance. Strengthening the team construction of the mid-level administrators plays a critical role in the reform and development of higher learning institutions and is an essential task in the process of deepening cadre organizational reforms. And it is a primary step towards building a systematic and comprehensive cadre organization system in institutions of higher learning. The establishment of a scientific and reasonable system for cadre selection, training and assessment directly bears upon the development of our national higher education.Ever since the theory of competency was put forward, it has been recognized in academic and business circles and widely adopted in the human resource management of both domestic and overseas enterprises. If competency theory and methods can be applied scientifically and reasonably in education to create a competency model for mid-level administrators of higher learning institutions, it will not only offer an objective basis and evaluation tool for the selection and assessment of mid-level administrators, but also constitute a pioneering and significant undertaking aimed at enhancing the overall management standard in institutions of higher learning.Significant and extensive analysis of competency and its model has been carried out in both domestic and overseas studies. But few of them touch upon the study of competency among mid-level administrators of higher learning institutions. Based upon the previous theoretical research on competency, regarding the mid-level administrators as the object of study, this paper explores the establishment of competency model among mid-level administrators of higher learning institutions. Using interview and literature inductive method, the paper locates the competency indexes and constructs questionnaire based upon these indexes. The questionnaire is issued to six universities within the proper of Jiangsu province. Factor analysis of the results is carried out with social science software SPSS15.0. Six competency parameters for mid-level administrators of higher learning institutions have been worked out:personal qualities (political qualities, sense of responsibility, probity and self-discipline), leadership skills (organizing and coordinating ability, expertise in judging and using personnel, decision-making ability, interpersonal communicative ability, information acquisition ability), ability in dealing with contingencies (strain bearing ability, crisis coping ability, work efficiency), performance ability (verbal ability, language proficiency, scientific research ability), ability of marshalling overall situation and pioneering (strategic minding, awareness of overall situation, pioneering and innovative spirit), team management ability (personal charisma, attention to the development of subordinates, sense of achievement). A tentative model of competency has been established in the paper.In this research, on the basis of a built competency model for mid-level administrators of higher learning institutions, the specific process for the selection and assessment of mid-level administrators is laid down and case studies of actual application are made. The quantitative analysis of the competency of mid-level administrators, in comparison with traditional methods, has made the selection and assessment more purpose-oriented, more scientific and reasonable and is capable of providing references in such work for China’s higher learning institutions.
