Vocational colleges for the country to train the technical personnel of the main positions, all these years has been to the community and sent a large number of graduates, these graduates in the labor enterprise performance feedback to the institution’s job placement department. Among them, the issue of moral character is more concentrated, this phenomenon, the paper mainly discusses the problem of Vocational Colleges lack of effectiveness. By the division of vocational colleges in Xi’an, students conducted a questionnaire survey, discussions, interviews, master higher vocational institutions the status of moral education and the main problems, combing through the classification of these issues, analysis of the moral management of vocational colleges the reasons for the lack of effectiveness, on this basis, ways of improving the moral management of the effectiveness of counter measures. Fourth part of the analysis of the main reason for the lack of effectiveness of moral education:ignore the particularity of the Vocational Colleges, moral management of leadership, moral education goal empty and, in general, moral, from the management point of view of Vocational Colleges old, the uneven quality of moral education team, the moral evaluation system is not perfect, the moral education process of convergence is not close. The fifth part is mainly for the specific reasons for Vocational Colleges work to improve the effectiveness of countermeasures:the emphasis on Vocational Colleges particularity, to strengthen the relevance of the work, and strengthen the awareness of moral education, strengthen leader ship force, Promote moral education of management by objectives, scientific, and encourage moral educators to seriously study the methods of moral education, to enhance the quality of moral education team, improve the moral evaluation system, and build moral education network to work together educating people.
