Reform of state-owned enterprises is an important aspect of China’s socialtransformation. Buy-out is an important policy in the reform, which is a way torelocate the surplus staff. It also has a broad and profound influence on the economicand social development. The social status of buy-out workers has had a rising trend inrecent years, which is mainly reflected in the increasing income and a morecomprehensive social security system, etc. An in-depth analysis of the mechanism topromote buy-out workers· status recovery is beneficial with regards to creating theright set of policies, while also having the benefit of providing a reasonableexplanation for associated social phenomenon and social problems, thus promoting abenign social operation.For this research, the buy-out workers of China National Petroleum Corporationfrom four different business parts were selected as the object of study, relevantinformation on these workers was obtained through literature research and extensiveinterviews. The author tried to use the theory of new institutional economic theory oforganization sociology to inspect the buy-out workers· re-employment situation andthe recovery of their social status after their return. Lastly, the author will put forwardsuggestions to further consolidate the status of buy-out workers.First of all, the author thinks that the social status of buy-out workers from buyto returnμ have experienced a process of being belittled before the recovery. Throughprofessional status, social relations and social welfare of the buyout workers aftertheir return to the job, we can understand the reasons to lead their status recovery.Secondly, this paper mainly discusses the factors that lead to "buy out" statusrecovery. The influence on organizational behavior, the economic institution, socialidea and social expectation are main factors affecting the workers· status. The authoralso regards the root cause as the institution of the unit which was brought into placeunder the long-term planned economic system. From summarizing these three reasons,we can see that returning buyout employees· is the inevitable choice of organizationalbehavior.Finally, the author puts forward some further suggestions to consolidate buyoutworkers· social status. The author thinks that return is not a long-term solution.Enterprises should focus more on the economic system development and, the innovation of social management method and a more humane system arrangement.
