| Human resource is “the first resourceâ€, with the globalization of economy,human resources become the most importantly and reliable strategic resource ofeconomic and social development. In this paper, with the development status ofhigh-quality talents in Tianjin, the author shows the research of training highlyqualified talents in the optimization of the introduction system, the improvingpersonnel services hardware and software facilities, the incentive to retain talents, inorder to protect the human resources management system and structural advantages,and to response to fierce competition for domestic and overseas talents actively.Above all, this paper introduces the research background, significance andresearch methods. Then it introduces the concept of high-quality talents, thetheoretical study of the development of high-quality talents situation, compared thedomestic and overseas policies and methods in high-quality talents. With the use ofdescriptive statistics, structural analysis, horizontal contrast, longitudinal comparisonmethods through a large number of quantitative analysis of data related indicators ofhigh-quality talents, this paper shows the problems in mechanism and policy issues ofTianjin high-quality talents. Then study the problems of high-quality talents shortagein Tianjin, from the macro and the micro, and find out the main reason. For thesereasons, combined with the status and strategic planning of human resourcesdevelopment in Tianjin, this paper gives a number of specific suggestions in Tianjinhigh-quality talents development mechanism from the introduction of the economicstructure, the training of highly qualified talents, the introduction of high-qualitytalents, building entrepreneurial environment, the establishment of high-qualitypersonnel information platform, to strengthen regional talents cooperation and otheraspects. |
