Innovation Research On Guangdong’s Safeguard Mechanism For Basic Cultural Interests For The Disabled

In our country there are more than83,000,000disabled people, and260,000,000family members are affected by this grim situation, among which5,399,000physically-challenged people are derived from Guangdong Province, thus directly affecting nearly20,000,000domestic population. At this stage, material civilization in our country has made enormous strides, and the concepts of public culture start to be frequently mentioned, especially after the Sixth Plenarys Session Of The17th Central Committee of The CPC which has produced "Several Decisions about Some Major Issues on How To Deepen the Reform of the Cultural System and Promote Socialist Cultural Development and Flourishing", the aim of which is clearly directed to establishing public cultural service system, vigorously developing public cultural undertakings, ensuring people’s basic cultural rights and accelerating the development of cultural industry. The disabled people, as one of the important constituents of the whole population, should be placed in the same position as physically healthy individuals, so their basic cultural interests should also be included in the system of public cultural services, which should be highly valued as a basic ingredient for building a well-off society. The construction of a well-off society should not be divorced from the collective efforts of the disabled people in the true sense that the so-called progress without the comprehensive development of undertakings for disabled people cannot be named as the scientific development; meanwhile, the health care for the physically challenged people also should be included in the social harmony.This paper aims for such a realistic and urgent issue: in our country, the characteristics of the basic cultural interests safeguard for the disabled have a lot in common. Guangdong Province is located at the forefront of opening-up policies; thus the present situations of the basic cultural rights interests safeguard for the disabled have certain commonalities and particularities. This paper, with Guangdong as an example, combining theoretical research, literature search, comparative analysis and the method of investigation,through the definition of basic cultural interests safeguard for the disabled as well as the relevant theoretical bases, expounds the significance of the basic cultural rights safeguard for the disabled, which also embraces the status quo analysis of the basic cultural interests safeguard for the disabled and some valuable lessons in the developed countries, and discusses the future outlooks on the related innovation mechanism of Guangdong in the contemporary society. At the same time, from the perspective of academic significance, combining the theory of public management, demology and marxism, this paper analyzes how the well-established practices of the government and social organizations for guarding the basic cultural rights for the disabled are steered in the right direction of institutional arrangements, thereby providing some academic references.
