The Empirical Research On The Thematic Inquiry System Of Anhui Province

In March2010, Wu Bang guo, Chairman of the NPC Standing Committee, firstly put forward the concept of the special inquiry in his working report. He stressed the need to "to enhance the effectiveness of supervision as the core, and further perfect the method" supervision mode, put forward "to carry out thematic inquiry and inquiry". The eleven session of the fifteenth meeting of the NPC Standing Committee consideration of the State Council on the2009central budget report in the group conducted a special inquiry. The same year, the NPC Standing Committee meeting also in consideration of the report, the State Council on national food security work on the work of deepening the reform of the medical and health system of the report, held a joint meeting on issues related to the special inquiry. Entrusted by the State Council, the relevant departments responsible person attend the meeting to answer questions. By the end of2013, the NPC Standing Committee has conducted12thematic inquiry.The special inquiry of the NPC Standing Committee caused great repercussions, so the local people’s Congress also actively carry out the work. By the end of2013, the country has27provincial people’s Congress Standing Committee carried out nearly a hundred inquiries. Accordingly, special inquiry has become one of the most important ways to exercise supervision of the Standing Committee of National People’s Congress, not only enrich the people’s Congress Supervision forms and channels, but also to the local people’s Congress supervision work has important significance.We hope to have more deep research on the topic about this system, in order to help the development of this system in the future. My thesis has four main parts to discuss this special inquiry. Firstly, the general theoretical issues through the thematic inquiry system are analyzed to want to be able to locate a clear legal nature and value of it. Secondly, any system should be developed and perfected in practice, the empirical research of the people’s Congress of Anhui Province demonstrated that the project of Anhui Provincial People’s Congress thematic inquiry system has some advantages. It set up temporary thematic inquiry and supplementary inquiry and it limits the person being interrogated and expands query objects. Again, through the running status analysis of the thematic inquiry system of Anhui province, we can summed up the thematic inquiry system has not yet formed a lack of normalization, and it still has some substantive and procedural flaws. And NPC’s own building and political reform is also very important. Finally, through the research of inquiry on foreign Parliament and inquiry system, this thesis hopes to be able to obtain the reference from these countries. On this basis, this thesis tries to give some suggestions to perfect the thematic inquiry system of Anhui Provincial People’s Congress. These mainly include:improving laws and regulations of people’s congress special inquiry system, further improving the system of people’s congresses, deepening the reform of political system and so on.
