Study On The Thematic Inquiry Of Standing Committee Of The Anshan Municipal People's Congress

In recent years,as an innovative means of supervision by the Standing Committee of People's Congress,the thematic inquiry has come into being under the background of the People's Congress's increasing supervision by law and the continuous enrichment and perfection of the form,and has received a lot of attention.At present,the thematic inquiry has become one of the important means for the Standing Committee of the People's Congress at all levels to carry out.It has promoted the resolution of some hot issues and played an important role in enhancing the effectiveness of the People's Congress's supervision,enhancing the influence,and establishing the supervision authority of the People's Congress.However,it still needs to explore and improve in terms of the legal status,operational mechanism and implementation effects of thematic inquiry.This paper takes the thematic inquiries of the Standing Committee of the Anshan Municipal People's Congress as the research object,introduces the meaning,constituent elements,value and theoretical basis of the Standing Committee of People's Congress's thematic inquiry,and conducts an elaborate analysis of the thematic inquiry of the Standing Committee of the Anshan Municipal People's Congress.Meanwhile,the paper finds out the following problems:the main body of the thematic inquiry lacks professional quality of inquiry,the thematic inquiry's object is single,the topic selection lack of breadth and depth,the imperfect running procedures of the thematic inquiry,the effect of the thematic inquiry is not obvious,etc.It analyzes the causes of these problems,such as the unclear legal responsibility of the subject of the thematic inquiry,the unclear relationship between the local People's Congress and supervised objects,the thematic inquiry system is not perfect,and lack of public participation.For these problems and the causes,after careful study,the paper puts forward some countermeasures to improve the thematic inquiry of the Standing Committee of the Anshan Municipal People's Congress,such as clear positioning of thematic inquiry,strengthening the thematic inquiry capacity building of the Standing Committee of the People's Congress,scientifically planning the topic of thematic inquiry,and improving the working mechanism and organization procedures of thematic inquiry,with the orderly participation of citizens to enhance the effect of thematic inquiry.I hope to provide some useful suggestions and ideas for the future work of the Standing Committee of the Anshan Municipal People's Congress.
