Research On Hefei Low-rent Housing Access And Exit Mechanism

Because of the poor family economic conditions,city’s low-income families are unable to pay the exorbitant rent or buy a house.And that result in relatively poor living conditions.Changing housing needs of this group is the important part to build social harmonious society,enhance and improve the livelihood.Firstly proposed to improve the housing conditions of low-income families is housing security system that made some achievements in operation.But there are still many problems and shortcomings that hinders the improvement and development of urban housing security system. Among them,the imperfect construction of low-rent housing access and exit mechanisms becomes the focus of the problem.That is also the problem which have to be solved during low-cost housing construction process.As an example of Hefei in this paper,comprehensively analy Hefei rent housing access and exit policy, and put forward rational suggestion of the problems and build scientific and reasonable housing access and exit mechanism,and provide references for the government to solve the problem of access and exit,and promote the continuous development of low-rent housing.Firstly,this article starts from the current situation of the low-rent housing construction and management of Hefei.Detailedly introduces the achievements of Hefei low-rent housing constructionand the relevant measures.Secondly,as the low-rent housing access and exit a whole,analysis the relationships between each component and and the problems exiting in the process of operation.These problems are mainly concentrated on the mechanism of the subject,objects,scopes of access,the establishment of standard,applications and auditings,and the exit mechanism.Next,analysis the main methods of major domestic cities and the developed countries in the construction of affordable housing access and exit mechanism,and explores the significance of these practices to Hefei.Finally,combined with the research of Hefei low-rent housing access and exit of the problems,the references of the domestic and foreign advanced methods,the results of predecessors’research,I put forward management measures to strengthen policy propaganda and the team construction,improve access management,complete exit management.On the basis of the theory of housing payment,establishes models and scientifically setting up security line.On the exit management puts forward the dynamic monitorings on household income,and compelete the legal system construction,improve the rewards and punishment and the subsequent safeguard mechanism.
