Nowadays, the functions and advantages of political parties’ surveillance arebecoming important and obvious for democratic politics among most of the countries asthe ceaseless improvement and development of modern political civilization. Thesurveillance for the ruling party from the Democratic Parties in China is indispensablein the national basic political system; it is a mutual surveillance among political partieswithin the Multi-Parties Cooperation as well as an important part of socialism politicalsurveillance system. It embodies the people’s democracy significantly.By elaborating the meaning, content, character, functions, effects of thedemocratic surveillance from the Democratic Parties, this thesis indicates the problemsand inefficiencies exist in the operation of current democratic surveillance from theDemocratic Parties, and further a deep analysis of the main factors which restrict andundermine the operating of democratic surveillance function will be unfolded. HavingSongyuan in Jilin Province as an example, the thesis analyses the current situationfunctional operating of democratic surveillance in Songyuan and has a discussion ofpertinent suggestions in terms of how to promote the municipal-level effectiveness ofdemocratic surveillance from the Democratic Parties.The thesis consists of three parts, namely the introduction, the text, and theconclusion.The first part namely the introduction is chapter one, it mainly introduces the purpose and significance of choosing the democratic surveillance from the DemocraticParties as the theme of the research, and summarizes the contemporary academicresearches about the democratic surveillance from the Democratic Parties, andillustrates the sequence of thought and basic research method of this thesis as well as theconcepts related.The second part namely the main text occupies the second to fifth chapters; thesecond chapter has a rough overview of the necessities, content, character, functions andeffects of the democratic surveillance from the Democratic Parties. The third chapterprofoundly analyzes the problems and factors hindering and undermining the operatingof democratic surveillance from the Democratic Parties. It concludes that the lack ofawareness and the defective environment of democratic surveillance together with themonotonous form of surveillance are the prominent problems in practice. Fromperspectives of history, realities and political nature of China, it analyzes the currentfactors undermining the functions of surveillance. Taking Songyuan as an example, theforth Chapter has a survey illustrate situations about the municipal organizations of eachDemocratic parties. During the process of this chapter the files and relateddocumentations from the municipal United Front Work Department and all DemocraticParties are carefully scrutinized. Through the scrutiny, it reflects the circumstancesabout the democratic surveillance of the last two decades in Songyuan. The authordesigned a questionnaire of the issues in terms of democratic surveillance from theDemocratic Parties, and launched a random survey among members of the DemocraticParties and the Communist Party in Songyuan. Some participants of the survey wereinterview in depth for the accomplishing of this thesis. The statistical approach wasutilized for the result of the analysis. The fifth chapter tentatively proposes the pertinentsuggestions for strengthening the effectiveness of municipal-level democraticsurveillance from the Democratic Parties, mainly by working in three directions—— Firstly,to accelerate the development of socialism political civilization, and to create ahealthy environment of democratic surveillance. Secondly, to enhance the position andfunction of the Democratic Parties for a better operating of democratic surveillance.Finally, to establish incentive and restraining system for democratic surveillance forenhancing the awareness and self-driving force of the democratic surveillance.The third part provides the conclusion which once again emphasizes thesignificance and considerable advantages of democratic surveillance from theDemocratic Parties. The next direction of research was manifested in the end of thethesis. |
