The "16-character Policy" Establishes New Developments With The Chinese Democratic Parties

The political party system is an important component of modern democratic politics, the political party system is multi-party cooperation and political consultation system under the leadership of the Communist Party of China, which is determined by the situation of our country, the state of nature and social development, is an inevitable choice for the development of social history Chinese. In the multi party cooperation system of China, the CPC and the democratic parties "long-term coexistence, mutual supervision, sincere treatment with each other and sharing weal and woe", jointly committed to the construction of socialism with Chinese characteristics, the formation of the leadership of the Communist Party, multi-party cooperation, the basic characteristics of the Communist party, multi-party politics ", showing a unique political advantage and strong vitality in the country’s political and social life, plays an irreplaceable role.In the multi-party cooperation, the Communist Party of China occupies the leadership, the democratic parties to accept the leadership of the Chinese Communist Party, which constitute the contemporary Chinese political party relation. This is the basic relationship between China’s social and political relations. From the perspective of democratic parties to carry out the research on contemporary Chinese party relations, is an innovative theory, it is a quite important practical problem, has the important research value.This paper is motivated to write "the establishment of long-term coexistence and mutual supervision, sincere treatment with each other and sharing weal and woe" Sixteen word guideline for the mark, by the China Association for Promoting Democracy(Min Jin) as the research object, to explore the relationship between the evolution of political party and the democratic parties of the Communist Party of China, so as to reveal the contemporary China political party system’s historical inevitability and great advantages and distinctive originality and innovation in theory and practice of the Communist Party and the Democratic Party between the parties, discusses the unique form and the unique advantages of the socialist deliberative democracy.The article is divided into five parts, the first part is the introduction, including research motivation, research methods, literature view etc. the first chapter is to democratic China Council for the promotion of patients with systemic carding "16 character policy" to establish, a former democratic development process. the second chapter discusses the "16 character policy establishment and the important turning point, far‐reaching influence on China’s multi‐party cooperation system and the relationship between political parties and after; the third chapter discusses socialist deliberative democracy theory put forward in the Third Plenary Session of the 18 th and the eighth session of the CPC, new changes of political party relations and major theoretical innovation. The last part is the conclusion.
