As the speed of urbanization in China has increased, the country has seen unprecedented migration flows. The sixth national census showed that the outsider population of Shanghai surpassed8.98million, Beijing7.05million. Due to the household registration system, only a small minority are able to transfer their "hukou", becoming instead what is referred to as the "outsider population", or floating population. As the distribution of public resources is today based on the household registration system, citizens differ in many areas such as education, access to healthcare, social welfare and social benefits. Due to the increasing trend of migration, both inside China and internationally, serious shortage of resources has become a common occurrence. Social equity and justice have been twisted, meanwhile social contradictions have been further intensified.This paper is divided into four chapters. The first chapter is the introduction; in the second chapter, it mainly talks about the situation and problems of the distribution of public resources based upon "hukou"; in the third chapter, it shows the necessity and feasibility of the distribution based upon resident population; in the fourth chapter, It will show what ideas and measures might be taken to achieve this. This paper argues that the traditional distribution mode of public resources based on hukou does no longer suit the migration flows under the nowadays urbanization. Only through the association with the distribution and the changes of the population, in other words, redistribution of public resources based upon the resident population, may the country adapt to the large waves internal migration. To discuss the distribution of public resources model from the population change from the perspective of population migration, points out the possible innovation of this paper.How to achieve a scientific allocation of public resources, considering the current status of China, and to find a suitable path from a strategic point of view, is of great importance to reach a balanced configuration of public resources. So this article raises the view of reforming public resources distribution mode based on resident population. Its main ideas are as follows:improve statistical system, divide distribution range, coordinate man-land relationship, trial first then promotion.
